(02/2015 Egypt) WiBe Framework and Open Source efficiency –
Peter Roethig PhD, managing partner of WiBe-TEAM, followed an invitation to Egypt to discuss German and European experiences with the economic efficiency of Open Source Software solutions especially in public administration. Several presentations took place with attendants from the Egypt government ICT administration, leading cloud solution providers and from CIO of various ministries, insurance and banking companies. The German ‘WiBe TCO/TCBO’ concept provided the framework and was aknowledged as an useful tool.

(07/2014 Romania) WiBe Framework and Open Source efficiency –
WiBe-TEAM has received an invitation to an exclusive WiBe TCBO workshop in Romania. In Bucharest we had an intense exchange of information and opinions with senior CIO officials of the Romanian government, concerned with questions about a migration to Open Source Software solutions. It is considered to test the WiBe concept and software in several pilot projects.

(04/2014 Slovakia) WiBe Framework and Open Source efficiency –
The Government of Slovakia considers not to renew outrunning license contracts but to rely on OSS open source software, specifically for Office applications in all government agencies. This was a hot topic some years ago and it is coming back now. WiBe-TEAM assists in a WiBe based cost efficiency analysis for the Ministry of agriculture in Bratislava. The exemplary results will give the Slovakian Government some clues what to decide best, results are expected in autumn 2014.

(03/2014 Ukraine) WiBe Framework, Cloud Computing and Open Source efficiency – As part of the CIO track of SWIT 2014 – the largest IT trade event in the Ukraine, held at Kiev – WiBe-TEAM presented two English-speaking presentations on current efficiency aspects of Cloud Computing and Open Source / Datability. Once again the WiBe TCBO Total Cost and Benefits of Ownership framework was acknowledged as a comprehensive tool for calculating the economic efficiency of such projects.

(03/2014 Mongolia) WiBe Framework and Open Source vs. proprietary Software solutions – Invited by the National Data Center of Mongolia, Dr. Röthig from WiBe-TEAM presented to Government representatives in Ulan Bator findings about ‘open source software vs. proprietary software’ and gave an overview of the most important studies specifically to the aspect of overall economy efficiency. In the Parliament of Mongolia, the idea of ‘Migration to open source’ is increasingly appealing. The WiBe concept is recognized as a suitable tool, to check the economic efficiency of such migrations.

(12/2013 Albania) WiBe Framework and Open Source vs. proprietary Software solutions – WiBe-TEAM followed an invitation to Albania to present its TCO/TCBO framework and relevant findings re the migration to OSS. The newly elected Albanian government currently considers switching to open source solutions in e-government. Participants in the workshop were mostly CIO of various ministries in Tirana. Optionally, the WiBe TCO/TCBO software (English version) for economic efficiency assessment will be used in a OSS pilot project next year.

(05/2013) WiBe Framework and PPP Public Private Partnership – One of the largest PPP procurement projects to date in Europe is currently subjected to an examination of its overall economic efficiency. The WiBe Framework is seen as an appropriate tool for the integration of quite diverse calculations during the next years to come. We will keep you informed about procedures and outcomes.

(12/2012 Slovakia) WiBe Framework and Open Source Migration – On an eFocus event in Bratislava/Slovakia, Dr. Röthig from WiBe-TEAM introduced his WiBe Framework with special regard to financial impacts of open source migration. Other guests at the round table were representatives of the Ministry of Finance, the industry associations and the open source community. In Slovakia, the issue of open source is discussed quite intensively (and sometimes very emotionally). A general statement in favor of open source or proprietary solutions is not appropriate and the WiBe concept can contribute to a more comprehensive discussion on this matter – this was one result of the event. (10/2012 Bulgaria) WiBe-TEAM was invited by the Bulgarian Ministry of transportation and ICT in Sofia to present its WiBe Framework. Participants of the various events were CIOs from government agencies and ministries, the Directorate responsible for e-Government in Bulgaria as well as the main software vendors and associations. The WiBe Framework is seen as a potential tool to justify ICT projects, which are (co-) financed large by large by the EU.

(04/2012 Kazakhstan) WiBe Framework and Cloud Computing (Russian version) – At the Innovation Forum “Global IT trends: cloud, mobility and consumerization”, organised by Microsoft Kazakhstan and held in Astana, April 25th 2012, Peter Roethig | WiBe-TEAM was invited as keynote speaker. (03/2012) WiBe 4.1 – unofficial, edited English version now available – Since 2007 interested parties asked for the current English version of the WiBe framework. Current German version as per today is version 4.1 (2007), current official English version is 4.0 (2004). The German Ministry of the Interior did not update the official English version. Because of numerous requests from European public administrations about differences between 4.0 and 4.1, we decided to launch an unofficial, edited English version 4.1. Here it is

(05/2010 Germany) Server Migration: Economic Efficiency Assessment Case Study – For many companies with a heterogeneous infrastructure, the decision to initiate migration for their data centre is an important theme. The study introduces a concept implemented worldwide to reliably assess up front the economic efficiency of future-planned IT investments. The company providing the basis for this case study is internationally active and has recently been faced with the decision of whether or not to replace their existing, but soon expiring, Microsoft Windows Server 2003. (04/2010 India) QAF Quality Assurance Framework for eGovernance – STQC of the Indian Government and German GTZ have finalised the QAF – it will become national standard in India and its USM User Satisfaction Model is based on WiBe (developed by WiBe-TEAM PR) and ISO 9126’.  (more…)

(01/2009 Belgium) FEDICT – the Ministry of ICT | Service public fédéral Technologie de l’Information et de la Communication of Belgium has appointed Dr. Röthig of WiBe-TEAM PR member to the support Committee of the government project ‘Belgian egov measurement framework’.  Based on international ‘Best Practice’ this project aims to develop and implement an integrated concept, with which continuous monitoring and benchmarking of ICT projects and eGovernment in Belgium will be made possible.

(01/2009 India) STQC – Standardization Testing and Quality Certification Directorate of the Indian Government starts testing the prototype ‘Measuring Customer Satisfaction with eGovernance based on WiBe and ISO 9126’. The framework was developed by WiBe-TEAM PR in 2008 and will now be applied to two major ICT projects in eGovernance in India.

(09/2008 India) WiBe-ISO 9126 – Workshop eGovernance in Bangalore / India – WiBe-TEAM PR has been invited to prepare and hold a development workshop for the STQC Standardization Testing and Quality Certification Directorate (Government of India, Department of Information Technology). The workshop was concerned with the WiBe 4 framework and the ISO 9126 software product evaluation standard. Its objective was to create a model for the comprehensive measurement of user satisfaction with eGovernance services offered by the Government of India

(05/2008 Switzerland) Kick off meeting “eGovernment Monitor Network” – Geneva May 2008  – The project (promoted by the European Union) gathers more than 30 institutions from 13 EUROPEAN UNION member states with the objective to compile new approaches and solutions in an expert network ‘national eGovernment measurement frameworks’. WiBe-TEAM PR was invited to the project as a developer of the WiBe concept recognized in the European Union. (05/2008) German Federal Ministry of the Interior publishes migration manual 3.0 – The KBSt comments (29th May 2008): ‘In the context of strategic decisions with the migration of IT-systems economic aspects play a central role… In order to support the authorities, a team of experts developed a specific methodology based upon the WiBe 4 for assessing economic efficiency of migration projects. You find detailed information in the module ‘cross section topics’, topic C (pp 73).  Note WiBe TEAM PR: `the migration WiBe’ of the version 3.0 does not exhibit substantial changes or actualizations in relation to the previous version 2,1
